I think he meant women managers in government-owned hotels. At the time, they were over 25; top-notch and excellently run. This was the 70s, so four was definitely a huge thing. Amin was also the first president to appoint a woman as minister (granted, he was only Uganda's second president, but the first, Obote, who was better educated didn't bother with such things). Its wasn't until 1986, when Museveni took over, that a woman was again appointed minister. Still, it was only one woman in a cabinet of 40 and she was a deputy minister.

I think he meant women managers in government-owned hotels. At the time, they were over 25; top-notch and excellently run. This was the 70s, so four was definitely a huge thing. Amin was also the first president to appoint a woman as minister (granted, he was only Uganda's second president, but the first, Obote, who was better educated didn't bother with such things). Its wasn't until 1986, when Museveni took over, that a woman was again appointed minister. Still, it was only one woman in a cabinet of 40 and she was a deputy minister.
