The water is only like this when, we have algae blooming in the lakes
How do you get down to that side
There's actually a observation area at the top and you have to walk down towards the dam. From there you'll be able to fish the right side of the dam.
Is there a reason why you don’t stand right on shore?
If there’s fish close then they can fell your foot steps and they we’ll swim off
Correct as noted above fish can hear your footsteps and they are easily spook.
