Sounds like a problem in the coordination timing plan data. If the controller is running coordination it can skip phase 1 if there is not enough time in the cycle to service this phase. Maybe the phase permissive length is too short.
I wanna mention this light has a really bad tendency to have false calls. So many times 49 gets a red and there's no traffic on the side streets or turning lane
I wish you could check out the lights around our schools, they suck and have a mind of their own. We never know how long we will have to sit or how many seconds we will have for a turn arrow, it is usually 3.
I am going to make an observational guess seeing as I know nothing about traffic controllers but when you manually program the controller after clearing it, the H/O line, I assume hold/omit, reads an O for phase 5, 7, and 8 since they are not used and the light cycles like it should. When you first show the controller and also when you upload the config file from the USB drive, phase 1, 5, 7 and 8 are O and phase 1 is not working. Is it omitted/disabled in the config file and was just overlooked?
When you're off duty, are you on call 24/7 whenever a traffic signal malfunctions? I'm guessing certain intersections would have higher or lower priority when a traffic signal does malfunction.
It depends on the intersection. If the light is not staying green long enough to allow traffic to clear, contact the city or county that maintains it so they can look into fixing the issue.
How does someone learn about this industry? Is there a demand for it? Is there a school or training? Seems like someone with some good knowledge of IT, electrical and networking would be a great fit.

So, quick question. Does the Yunex M60 show the date in the upper right of the display? If it does, that controller seems to think it’s 2020. :)

is this the same intersection where you did the change over to the safety working light while they were doing roadworks?
No sir, this one is a few miles north of those! They still had an unprotected left turn here but without the protected turn it would back up the hwy.
How long should a left turn light stay green. In my city we have one that only stays green for 8 seconds.

Question do emergency vehicles have priority through an intersection
They're supposed to, if their lights are flashing, etc. For the signals to recognize emergency vehicles, equipment needs added.
