@reddog418 this kind of razor wire isn't left unguarded. in the military and prisons they serve not to fully block a pathway but to slow down people crossing it. you're not fast enough with a throw rug to cross unnoticed, nor can you hide it. and even if you are fast enough and can hide it somehow; they usually place 2 rows of razor wire making passing trough unnoticed/at all nearly impossible.
Throw a few layers of carpet over it or if you do want to cut it use a tool on a pole about 6 feet long this would keep you a safe distance away when it snaps back. Soldiers had to deal with this type of wire in WWI and WWII. Of course now days I'd go with a robot to cut it. BTW a thermal lance can relax the tension stored in the wire if you heat an entire loop before cutting it.
Bolt cutters cut right through this stuff and thick leather welding gloves will protect your hands. Just step back and cut it. Let it wind up on itself and walk right through.
Uh jail fencing & power plant fencing should be a 10-12 ft. vinyl fence instead of a chain link topped with this razor sharp wire. Vinyl fencing is more secure because if an inmate or intruder scales a vinyl fence they’d fall and get hurt and not be successful.
