Ever considered it's a hardware issue? maybe use another HDMI+USB-TYPE-C connector? also check device manager, see if your HID & USB bus drivers needs updating when opening the pc, check your event viewer to see any issues arising. lastly, check the issue with another PC or an emulator inside your current PC, like bluestacks , NOX, VirtualBox, Hyper-V, VMWorkstation...etc. this will prevent other drivers affecting the tablet's.
