How the warrant can be issued without without examination of witnesses which includes civilian hostages. The victims are first series of witnesses in criminal trials. ICC should first issue habeas corpus for production of hostages for examination. Even hearing in petition filed by South Africa, proceeding should have started with habeas corpus. But then ICC is essentially a political body.
