Yeah its called a prototype. Killgore units were scrapped because of overheating issues. Aria called them back to fight the Gargos invasion. At least that's what I read.

To be fair, in lore, Kilgore is a failed prototype of Fulgore, and he himself is all janky and wonky, just like his Ultra.
