No actually he is rich. Go back into the video and watch Oak say "I will pay you as much as you want. And I will give you as much master balls as you want."
The ideal solution is to hire an army of trainers and admin. Pay them at lot. Give them an horde of master balls and fill up the local nursery with Spinda's to get a horde of eggs. Have each trainer with a 5 eggs and one spinda catching spinda with the masterballs. When the eggs hatch swap them out. With enough money and trainers, which Oak will be paying for, then the spinda will be possible within a week. Not sure there are enough people in the world to pull it off however.

Spinda: when it was first released in 2D there was well over a million possibilities. With the change into 3D the number is quite literally infinite. You could play for the next 400 years and still not see a repeat.

When Oak said catch every form of one Pokemon, I thought like Nate/Zaya and thought he was going to say Arceus because it has 18 forms, but only one in each universe.
The moment he said Spinda, I lost my marbles instantly because I knew it had practically an infinity amount of forms where it's rarer to have 2 Spinda of the same pattern that's shiny than any other Pokemon in existence
I too assumed he was going to say something a bit higher powered, but I was thinking Necrozma since it literally is impossible in one game to get all formes of it without trading

Side note, I always thought it would be cool if there was a gym leader that instead of having a type, had some other kind of theme.

The moment he said every form of one Pokémon I knew it'd be Spinda. I tried in Gen III, and it was horrifying.
I instantly knew the moment he said all the forms of one pokemon there was only one answer. And low and behold it WAS spinda, dear god that's an impossible task.
Even with one every seconds that's more than 250 years
The only way I can see him doing this without using gods to give him more than enough time was if he if crowdsourced the project, though he might need the gods near the end for the shinies and it might break the space time continuum.

Literally as soon as he said all the forms of one Pokémon, I knew. How did I know? Because in my elementary school age, I tried to catch every form of Spinda. As it currently stands, there is not enough box space in all of the games combined to facilitate even half that amount. I settled on catching a Spinda with a heart pattern and Spinda with glasses over its eyes

You should make this a series with every pokemon professor! It would make this so much more interesting!
Little does he know, Oak actually went easy on him and just asked for the patterns and shiny.
He could have asked for every different variation of Spinda with all different parameters.
So that would be patterns, shiny, gender, and nature. Assuming we're not bringing IVs and movepool into this.
Just with these 4, we would get 4 294 967 295 patterns, twiced for shiny, then all that twiced again for gender, and all of the previous multiplied by 25 for the nature.
Which would be a monstrous 429 496 729 500 different Spindas.
And just catching all patterns would already be near impossible because there probably wouldn't be enough Spindas existing at the same time, assuming the Poke-world has similar size, ressources, etc, when compared to our world.
And no, I won't try to calculate how many Spindas would be necessary to complete the version of the challenge where you must get all with every possible combination of IVs and moves.
Anyone who wants, feel free to do so.
Anyone crazy enough to try to also take EVs into account, feel free to do so too. But remember to also get some fresh air once in a while.

One issue in Nate's favor is that he doesn't need to catch 8 billion Spinda. The personality code that determines the different patterns also includes shiny, so one code will ALWAYS be either shiny or non-shiny.

That is around 4 million real US dollars he would have to spend just for a month subscription. On top of the other switches he would probably have to use since the switch probably only downloads the software once and only holds 8 profiles, that is 50 million which goes up to now around 54 million at least.
