Well existing cities are well planned only. It's just that it's different design. The biome in kerala is different from rest part of the country, it's tropical evergreen forest. So the design arrangements can only be shrewd or congested than open or enlarging. Kerala's development model is way more well planned compared to other states but what it lacks is execution. Inordinate delays , lack of funding as well as intervention due to heavy number of non working days. Planning is done as per state requirements only. Plan drafts are available on public domain , you may surf for reference.
