Nope, its actually a bug. I was once wandering the forests outside Bravil and then all of a sudden I was attacked by some bandit. For some reason, two Imperial Foresters were also patrolling the area and came to my aid (possibly the bandits aggro'd them?). One Imperial Forester shot an arrow at a bandit and it accidentally hit the other Forester. So, both of those Foresters ignored me and the bandits and started fighting each other like they were the worst enemies of each other. It was hilarious.
Once I closed the great gate at Bruma only to find all the guardsmen attacking Martin Septim. He killed all of them and started walking back to Dragon Ruler Temple with Baurus still trailing behind, smacking him with a katana and yelling belligerent declarations. Martin didn't seem to notice he was in a fight and kept walking.

I once watched two legion Foresters shooting at one another outside Bruma. Each arrow landing a blow on their armor. I wondered what could cause so hilarious carnage, as they yell at one another "DIE DAMN YOU!" As I slowly walk away I see the evidence of why they both attacked one another. Two steel arrows that had killed a deer. I turn back and see these two legion foresters passively shooting one another. Each time a shot lands on one of them they goad one another "YEEAHHAAA" "WHY WON'T YOU DIE" I was generally entertained for about 20 minutes until all of a sudden they break their state of hysterical madness and put away their weapons and walk away I walk up to one of them and the first thing I get is. "Citizen?"
The archery bit can be explained. You have a FOOKIN BOW with ELVEN Arrows and she has a FOOKIN ELVEN ARROW in her dome and you're being hella weird running around the place, eavesdropping and not saying a word. You're wanted for questioning.

I once watched two legion Foresters shooting at one another outside Bruma. Each arrow landing a blow on their armor. I wondered what could cause so hilarious carnage, as they yell at one another "DIE DAMN YOU!" As I slowly walk away I see the evidence of why they both attacked one another. Two steel arrows that had killed a deer. I turn back and see these two legion foresters passively shooting one another. Each time a shot lands on one of them they goad one another "YEEAHHAAA" "WHY WON'T YOU DIE" I was generally entertained for about 20 minutes until all of a sudden they break their state of hysterical madness and put away their weapons and walk away I walk up to one of them and the first thing I get is. "Citizen?"
