Tragically, all that Eren wanted is to live and explore the outside world but everyone wants him dead just because he exists and he exists because of what the outside world do to him and he is gonna give them back the same misery he suffered but even Eren doesn't want to do that, even if he keeps moving forward he can't allow himself to see the devastation he made, all for the sake to see a better future, for his people, for his family and mostly because HE WAS BORN INTO THIS WORLD Unfortunately, there were no other options because the only way to put an end to this endless cycle of hatred is to bury everyone on the surface Not even Armin can't make another solution for this because the world out there will always hate the Eldians
There's more. I truly believe Eren is really free. He knows he has a choice. He might try to change the future he has seen. Trust his comrades to figure things out. But the lesson Levi thought him is: make your own decisions. You might trust others to solve the problem but hey - they might fail and die (remember the chase in the forest?). Confronted with certain yet horrific solution on one hand, and vague hope in seemingly hopeless situation on the other... Eren will not want to gamble with the lives of those, he wants so much to protect. And thus the future he's seen comes to pass from his own volition.
