  • Spain and Morocco have been at odds for many years.
They've disagreed about territories, immigration and support for rebels in the region.
But, a visit by the Spanish prime minister to Rabat this week, is raising hopes of improved ties.
It comes less than a year since Prime Minister Pedro Sanchez backed Morocco's plan to grant autonomy to the disputed Western Sahara territory.
The Polisario Separatist group - which wants an independent state in the region - has rejected that plan.
So, what does it take to solve this long-running conflict?
    Presenter: Laura Kyle
    Guests:
Hugh Lovatt - Senior Policy Fellow at the European Council on Foreign Relations.
Yasmine Hasnaoui - Professor of Political Science at the American International University in Kuwait.
Mahjoub Mleiha - Advocacy Head of the Collective of Sahrawi Human Rights Defenders.

I'm a Spanish national. Most of us are in favour of the Saharawi people and their movement and a lot of them are living in the Canary islands so don't be surprised if Spain's "official" view over this matter changes again in the next years. This is just a political movement to normalize relations with Morocco, since Spain has always wanted to have a friendly relationship with both them and Algeria and for them to have good relations with each other since North Africa is an important location for trade and security in the Mediterranean for both Spain and the EU in general. Moroccan government doesn't seem to care and always use Spain as a political enemy. They always break the deals Spain has with them and they use them as enemies to thh Moroccan crown for nationalist purposes. I have no doubt Morocco will initiate another agressive political movement against Spain in the near future and that will change again the situation between both countries. And Spain's current position does not officially recognize Western Sahara as part of Morocco. Moroccan authorities presented a plan of autonomy for Western Sahara similar to what Spain uses with all it's Autonomous Comunities (regional subdivisions of Spain, like a state on a federation) and Spain recognized that it's the most solid option for the Saharan issue (that is, of course, if they actually respect their sovereignty and autonomy within the Moroccan state)

'Spanish national' is meaningless. All you had to do was live legally in Spain for a few years to be considered 'Spanish' in the eyes of the law. Clearly you're just an immigrant to Spain, probably a child of Polisario parents, with the ambition to create a new South Sudan in Africa on Morocco's Southern border. That ain't going to happen, ever. Spain is a lightweight, and that's an understatement, considering Morocco has the US in its corner and many richer European countries, including Belgium (where the terrorist supporter in this 'debate' is sitting). The battle to legitimize a random straight line in the middle of Morocco drawn by European colonizers has been lost, and thank god for that.

@@meb5205 ok. The whole world needs lessons from the country ranked 122 in UN Human Development Index. The same country lead by a feudal gay king who is, according to Forbes, richer than the gas and oil owner, Emir of Catar. The world needs to learn from a country whose citizens commit terrorist acts in Brussels, Madrid, Paris, Barcelona, London, Finland and are the 3rd nationality in Daesh with more than 2000 terrorists. A country whose citizens are Nr 1 in Spanish prisons and many accused of terrorist links. A country who claims to have dismantled more than 200 terrorist cells in the last years but couldn't avoid the slaughtering of 2 innocent Norwegian girls. Seriously Morocco shouldn't learn from Spain while tens of thousands of Moroccans receive aid for living decently in Spain?

    keynotes:
if Morroco is sure of the Sahrawi people's desire of choosing the autonomy plan, then why it is not accepting the referendum approach so it confirms its appeals
UN has never said that the autonomy plan is the only basis on which this issue can be resolved
we should be clear that this is a conflict between Morroco and Polisario, not Morroco and Algeria

Good point. Morocco says 80% of the population is in Western Sahara and only 20% is in the refugee camps and "kidnapped" by Polisario and Algeria. If they vote in a referendum, isn´t it very easy for Morocco to win it? Contradiction and nonesense is what Morocco performs

Are Algeria and Polisario strong enough to prevent UN, AU, EU and all big countries from recognizing the "Moroccanity" of Western Sahara? Do they have nuclear weapons?
Or is it international legality what is stopping Moroccan expansion to other people's land?

From a legal perspective, the Polisario’s claim to Western Sahara, a land which formed part of Morocco prior to its occupation by Spain, is void ab initio under Public International Law, for it is based on fraudulent misrepresentation. President Trump knows that there has never existed a contract of allegiance between the Kings of Morocco and the Polisario. Any ties of such allegiance as referred to by the International Court of Justice were between successive Moroccan monarchs and the region’s tribal leaders of of whom the Polisario constituted no part. These facts on their own render the Polisario a rogue Front and any claim to Western Sahara void ab initio.
Equally importantly, Mr Tump, having access to sound legal advice, knows that since title to Western Sahara has already transferred back to Morocco under the treaty of Madrid, the Polisario has no case and no claim either. Had title not transferred back to Morocco, the Polisario might have been able to seek a judicial remedy to their self-inflicted misfortunes, notwithstanding the fact that international law lacks the ability to bind states.

  • @norberto.triemstra
    @norberto.triemstra ปีที่แล้ว

Other interesting point is the reference to history in this dispute, it turns-up that England was involved circa 1830 in this kerfuffle (as it was all around the globe during the XIXth century).
This is interesting because one of the speakers made a reference to past decolonization experiences in which England does not shine very bright at all if we consider the India's partitioning disaster and the dismembering of the Ottoman Empire in the Middle East, a still (since 1948 after the collapse of the British Emporium) unresolved conflict between the Palestinian native people and Jewish colonists.

In this case English tried but weren´t succesful due to Saharawi resistance right in the coast. It was never Moroccans who defended that coast simply because Morocco didn´t exist as a state at that time and its Sultan didn´t control the whole Western Sahara (bigger in size than UK) and he didn´t even control what is currently known as South Morocco (Oued Noun and every territory south Oued Daraa)

In the second place none mentioned two important factors: 1- the surprising establishment of diplomatic relations between Israel and Morocco, which in my view, has a large influence (in combination with USA and UK) in this problem; 2- the presence of immense natural resources in terms of fisheries, phosphapes, salts and minerals plus the potential of generating huge amounts of clean energy in the disputed area.
