Anytime something happens at a dealership it's an inside job. Dealerships must pay taxes on every unsold vehicle and whenever the cars are stolen insurance pays the dealership for the loss. They don't need to sell the car, they don't pay the taxes on the unsold unit and the car doesn't go to auction its a win win win..

Or, you could hire a tech company to create a PC application that disables all vehicles via WiFi on a set schedule. You could even keep all vehicles disabled until they're needed. They unlock it with a computer & device connected to the obd port so as far as the vehicle computer knows, it’s been unlocked with the key, which means any anti theft is disabled. There’s videos showing how it’s done, takes less than a minute and zero damage to the car
