As per the staments of Mr Sanjay Singh, MP regarding the constitutional provisions the Government of National Capital Territory of Delhi bill required to be passed by the amendment of the constitution of India within the procedure of the provisions of the constitution by two third majority of members present and voting in both the houses. otherwise it would be uncostitutional which also would be verdicted by the SCI if at all the matter be appealed in the judiciary.
That is what differentiates a full state from a union territory. The centre has unlimited powers for making rules w.r.t the administration of a union territory.
