Yes, you need to be on the Google Drive website. You can access the desktop version of the Google Drive website from a phone, and do it there. But it will be much easier to use a laptop if you have one.

What about LINKS. If the files that are being transferred to a NEW Google Drive are LINKS to files that appear on a web page, does the transfer BREAK the link??
I don't think it would break the link, but I haven't tried that to be honest, so you might want to test it yourself with one file before you do any others. Either way, it shouldn't be a huge deal, even if the link does get broken, you can just create a new link in the new account.

Organizations can be very restrictive. You could try this older workaround method, where you just need to share the files and then copy the shared files: th-cam.com/video/grf1EJKSFpU/w-d-xo.html Or, the other option would be to download the files and then re-upload them to the correct account.
You can't do it in the app, it has to be on the website, and only the desktop website. It's easier if you do it on a computer, but if you only have a phone, you can go to drive.google.com in a browser app on your phone, that will take you to the mobile website. Then, tap on the menu button in the top left hand corner, and tap "desktop version" near the bottom of the menu that appears. Then, it will take you to the desktop version of the Google Drive website. It's not very easy to use the desktop version on a phone, but it is possible.

Sorry, I've actually never heard of that problem until now, but with a quick Google search I can see quite a lot of forum posts with people having similar issues. Some people have said you need to untick the "notify people" box when sharing, so that an email will not be sent when you share. Others have said you need to do things like clear your browser cache, so it sounds like it could just be a bug. I've never seen this before, so I can't really tell you if any of it works, but hopefuly you're able to find something that works to allow you to share.
