It has been a while that tesla decided that loaner vehicles are low priority in terms of maintenance compared to customers' vehicles, they even gave me an X with GPS issues a few years ago. Now for cleanliness, I honestly think they are backed up in the service center as it is rare for them in my area at least to not wash their cars.
The low priority is not the greatest decision. I’ve had 3 model X loaners and they all have been dirty. This one happened to be the worst on the exterior. Last one the person left their half drank drink, fast food bags on the floor and other trash.

I had to wash and clean the windows on a model Y loaner a couple months ago. and the inside was nasty too.
