I feel like it all depends. The whole reason Ceasar leads is because he's the smartest, wisest, and most ambitious. If he were to go down, Maurice and Rocket would probably split the responsibility since they're different apes with different specialties.
Maurice is portrayed as a scholar. So he'd probably handle the politics and such, but even here we can see that Rocket's the ape to go to when there's a fight. Maurice is probably one of the smartest apes (besides Ceasar and Koba) while Rocket is strong even by chimpanzee standards. He's also just a wizard at rallying and boosting morale.

Apes fought their freedom by pushing the bus to shield them from the bullets and the police officers couldnt distinguish whether they were enemies or crininals. Buck threw an officer off the bridge and the rest of the officers escaped leaving their vehicles behind as they carried out orders as it became a chaotic battle

the big problem of the planet of the apes is humans have the same level of intelligence and ability to aim as a monkeys guys send cavalry, HAS NO LOGIC TO SEND HORSES and has a helicopter with a rifle that the guy CAN ONLY STAY 20 METERS AWAY In order to try to hit a shot, a sniper with a rifle should be able to shoot down a target from 300 meters away.
True, but im pretty sure that their alz virus whatever makes their brains constantly growing and expanding so they become smarter than humans. And I also think that the humans might underestimate just how Intelligent these apes are, they never would’ve even thought it was possible that these monkeys could devise some sort of strategic plan (apes going above and below) to get through the bridge. They just stood there thinking “oh well there just monkeys, we got guns. They just gonna run straight at us like monkeys do” nope, you are now fighting against the same intelligence, maybe even greater than.

Caesar's mom was genetically engineered to be Super intelligent, turns out at the time she was captured by the scientists she was pregnant. The genes carried over to Caesar and HE was captured and put into an ape closure or something, then he broke out, snuck into his owner's house, who is also the scientist, took a canister of the stuff that makes apes intelligent ( also forgot to mention it’s also a cure for Alzheimer’s but it only works on apes and kills humans ) went back to the ape inclosure, stabbed it with a pocket knife and made all the apes intelligent over night.
