I gotta say Shin Akuma was stronger than Ultimate Rugal on the final battle in that game. It felt like Shin Akuma moved faster and performed more combos than U.Rugal. They were both still really challenging to defeat!
Yes! UR was also strong and took lots of tries to defeat him for the first time, but it took even more tries against SA because you know, his speed and combos he would chain.
-Cue jokes that Capcom gimped SNK's side because Capcom themselves programmed the game- I gotta agree, SA was much more tougher. Sure, UA could do two jump H Punches and KO you there, but he was a bit more simple once you figured him out. SA had more options to punish you with, and could combo a lot more fiercely.
He was much faster too, and what I noticed was that, it seemed like they used the classic hard ass street fighter II ai on him for the final battle. I don't know if you've ever faced Akuma on Street Fighter II, but damn he was an ass to beat... Raze Ninjato

Yeah, Shin Gouki is trash when you use him.. fight him? He's a nightmare and his speed is insane.. use him? He's slower and he has the least HP of all the chars..

The Street Fighter Assassin's Fist movie portrays this quite nicely. Gouki trains in the way of the Satsui no Hado throughout the film and by the time he kills Gotetsu, his transformation into Akuma is complete.
Shin Gouki is cool looking legendary boss/beast man, but I must admit I don’t really love how his in-battle sprite looks.. I wish it could be bigger in size (not as big as Rugal’s) than Ryu instead of the same size. Because now that makes me feel they just got tired making a creative cool looking Akuma in-battle sprite but only just edit it from Ryu’s lazily.

it is hard to pull out unless you have experience and know your character's moves. and this was from the tips website, i wasn't saying what i knew from exp. and even so, i didn't do all of that. i also said you need to earn a certain amount of points as well as defeating the mid-boss and even so, you may instead fight regular akuma or rugal.

to fight shin akuma, you have to have over 1500 gp, defeat geese or bison and finish an opponent with a finest k.o (aka super combo finish.) also your groove has to be either s,n, or k.
"Finest K.O." is surprisingly hard, actually. It's more than just winning with a Super Combo/Desperation Move Finish, requirements (from memory) are as follows: K.O. counter a Super/Desperation with a Super/Desperation Counter a taunt with a Lv3/MAX Counter a Super/Desperation with a normal Special Counter a Special with a Lv3/MAX It's easiest to pull off in C or P grooves as a Lv3 is easier to obtain.
Akuma kills Rugal, Rugal gives Akuma the Orochi power, after the player defeats Shin Akuma, Akuma dies, but gets resurrected by the Orochi and Satsui No Hado powers and the two powers tell Akuma that they will make sure he never dies and gets stronger and stronger

Shin Akuma definitely had Speed over UR, but I believe they were both equal in strength. SA came out on top because of his speed though.
