Notice the low number of samples, as well, barely little more than Thailand whose population is a fraction of the States - and number of athletes a smidgen of USA. So, USADA also practices evasion, as well, in not even meeting the bare minimum of testing their own athletes. The US athletes have the comfort of freedom or liberty of lax testing enforcement, while USADA is sleeping on the job.
In 2023, US elite swimmers were tested on average of only 5-6 times out of competition (when it's prime time for cheating during training). So, they are tested only every couple of months - if at that!

As an aside, months after the fact, I saw a video of fellow swimmers at the 2024 Shanghai SCWC stop Pan for selfies. A Brit swimmer walked past and later met up with Pan to chat with him. He tapped Pat as some greeting exchange as some respect. I couldn't read the name on the swimmer's cap. But from what I could narrow down and comparison of face, I believe that Brit swimmer was James Guy. (Not many UK men swimmers participated at the SCWC, so didn't have a bunch to figure out.)
So, whatever feelings Guy had here, he didn't carry some resentment to be contemptuous of Pan (then again, Pan was never one of the 23 swimmers). Would be interesting how he interacted with Qin, though (since he did call him out here).

Also the whole point of TUE's is to help athletes who have a medical condition which would otherwise compromise their athletic performance vs other athletes who do not suffer from said medical condition. They are supposed to help level the playing field, not give an athlete an advantage over another. Admirable, unlike the masses, you're applying critical thinking. To be precise, the event of all this brouhaha wasn't the Tokyo Olympics but a domestic national swim meet (only athletes were the Chinese, as it wasn't an international competition) and it wasn't an Olympics trial either.
Yes, over 3 consecutive days, the 23 swimmers with 28 positives (of trace amounts in the picogram level, meaning 1-trillionth of a gram and 50 times less than the minimal doping level, which indicates how sensitive the tests are now) of 60 urine samples were tested multiple times (some within hours). Those tests did vary from negative to low positive or low positive to negative, not consistent with deliberate doping or even micro-dosing. Mind you, WADA consulted with outside doping experts and even the manufacturer of TMZ for extra expertise.
So, the conclusion was yes, the positives were not from doping but more likely environmental contamination. After the fact (3 months or so due to China's rigid covid lockdown), tracing the source of the contamination would have been nearly impossible, which is the reason, WADA, World Aquatics and ITA didn't necessarily sign off on the explanation of the source. But none of the three could contest the scientific lab analysis of the urine samples that there was no evidence of doping. Thus, the 23 swimmers were cleared as no fault violations (something NY Times likely downplayed while drumming up disinformation of lack of transparency when athletes are afforded respect of their privacy when they are absolved - same policy that USADA applies to its own athletes of privacy).

I want to highlight a few points here. The timing of this very old incident being resurfaced just before the 2024 Olympics is not a coincidence. Obviously, appreciating the unique timing of the latter you would have a reasonable grasp of the motives behind these reports by western media. Second, there is a big difference between collective doping and food contamination and you can't talk as if they were the same. After investigations, WADA and other sport authorities ruled out doping allegations 4 years ago after investigation while affirming the incident as food contamination. Thirdly and most importantly, there IS NO CORRELATION between athletic performance and drug abuse as far as the affected Chinese athletes are concerned. The stellar performance of Zhang YuFei (gold Medalist in 100m women butterfly), who has not failed any further drug tests since then, is a good example.

OR smarter, if he had anything to hide, he should have pretended to not be home when the supposed anti-doping agents (with at least two not even with credentials) show up at his home (take a page from Lance Armstrong's playbook of evasion), which athletes are allowed one or 3 per year. @@BG-id2cv. although you seem to be British, it will also be useful for you to know that. Starting from the Olympic Games in Atlanta in 1996, and until the Olympic Games in Tokyo 2020 (six Olympic Games in a row) in the Men's Backstroke at distances of 100 and 200 meters, the representatives of the USA won, until He came - Evgeny Rylov. It was He who broke this US backstroke streak that began with the last Millennium.
