Scarecrow is one of the best looking villains of all time imo. His classic outfit, although not as scary, still looks cool for its time. I love the whole grim reaper design with the hood and the scythe and his arkham knight design is awesome, it just screams fear.
I personally think Jeffery Combs did the best job at being genuinely frightening in the role. It wasn't forced or a spooky voice, it was scary because of how simple it was. Calm and collected no matter what.
Jeffry Combs steals the show in every role he plays. He absolutely epitomized Herbert West, becoming an icon of the whole Lovecraft community, and he brings that simmering kettle of quiet tension wherever he goes.

1:34 even though it's the same guy who voices it there was an initial look for the scarecrow in Batman the animated series that was also done by Henry Polic II. It was very thin lanky and his mask was just a simple burlap sack looking thing with no straw but it's still gave off the impression of being a scarecrow.
Kind of a shame Jeffrey Combs couldn't continue as Scarecrow in The New Adventures...but given that he was doing double duty on Star Trek DS9 as Weyoun and Brunt, I can see where that got in the way. Best guy to play Scarecrow, though.
With the way things are now they'd make him a female scarecrow that is a sympathetic villain or something... Let's wait until this wave of trash movies passes, and we return to good movies.
In Batman: The Animated Series Scarecrow actually had a slightly different look in his first appearance than he did in later episodes. His first appearance in the episode "Nothing to Fear" His mask and gloves where bit lighter in color and his eyes were white slits, the mask also lacked the any hay under the hat and his mouth was a black slit without any visible teeth. www.oafe.net/yo/art/dcdbtas5crw2.png
