Found a solution for the problem if anyone is still having it. When passed the stimulation mission when the dlc unlocks, simply go into a co-op session or start the game up in co-op and it will all be freed up ;)

@@ENDLESS_GRAY30 Thanks! I got it working. I had to play a few missions into the game to get it working after a certain point. I also didn't know that turning on certain game features made the main quest less obvious. So it took me a while to progress. All is good now I think... It doesn't seem to be many Hero costumes though.

Reloading the save works for me. If that doesn't work try restarting the game.
