When the language is part of the art yes. For that there are so many strangers coming to Italy for improving their italian for singing operas for example. Obviously you can do it, but it's not the same, for me. Also italian opera singers or medieval players and singers have to improve their skills because the language is changed. The same can be said fot the instruments you use...
