The others are:
Thunder is かみなり, which is just Thunder (TM25).
Thunder Wave is でんじは, Electromagnetic Wave (No TM Gen 2, TM45 in Generation I).
Thunder Punch is かみなりパンチ, Thunder Punch (TM41).
Thunder Shock is でんきショック, Electric Shock (Never a TM, TR, HM, or Move Tutor move).
And lastly:
Thunder Fang かみなりのキバ Thunder Fang (Gen IV ownards, TM66 in Pokémon Sword and Shield).

If it’s a full random then how is Rock smash still the same TM?

Certain moves do not change because they interact with the overworld.
Rock Smash and Headbutt will not change in a randomizer because they give access to Pokémon encounters (and Rock Smash also gives access to item checks).

While I'm not certain if you can randomize what the TMs teach in randomizers, even if you can't, Blastoise still could have learned it via level up.

The randomizer mixes up the tm moves; flamethrower isn’t a TM in Gen 2 either, but he found that.
