Not necessarily, but it does make for runs like this to be way faster. It's optional; there is a setting in the randomizer you can edit.

It's a fairly common way to set it because enough runners got sick of runs being heavily impacted by RNG just because some random needed pokemon just won't get in the ball.

I would imagine this is a speedchoice feature - as a rule of thumb, imagine something being a deciding factor in a race, and if it conjures "that's bullshit bro", they've probably given it a place in settings, disabled it, and been glad they did

it's an option for people that would otherwise save before the encounter, then throw pokeballs at it, constantly resetting and trying again if they don't catch it
