I believe, it has something with friendly fire. Sundowner shields hit rest Sundowners

Slicing at Sundowner’s shield deals a lot of damage to other enemies, including other Sundowners. As you can see in the later fights, a lot of shields get sliced at, which tanks the health of most of the Sundowners. Otherwise the fight would be a lot slower, and probably humanly impossible.

The camera tends to flip between enemies randomly when you lock on, so with 16 sundowners it would get quite chaotic
