They're 2 different players with different qualities, hooper has much consistency and his speed and tackling are second to none. Pocock is renown for his breakdown skills and more. Both are very talented players but also very different.
Number 7 job is to contest at the break down. Hooper is good player but does not do enough of this. Look at the stats. When Pocock does not play our win % goes down. Hooper needs to stop being pillar or post and attack the ball on the deck

Pocock is the best 7 the game has seen, based on pure talent/ brawn. Hooper was just too good to leave out of the team and due to Pococks injury downtime (two knee reconstructions and a sabbatical gap year) and percieved greater versatility they shifted him to an unfamiliar #8 position which killed off Pococks late career effectiveness.
Whilst Pocock has never been shown a yellow card during a test, Hooper holds the dubious World record of Eight Yellow cards during test matches... That says a lot, does it not? You can argue Hooper plays 'harder', (but ould you say that about other card magnets like Quade or SBW?) but leaving your team with only 14 costs matches!
Hooper= Better Attacker than Pocock because of his running game Pocock= Better defender not because of his tackling (and they both have excellent tackling), but because of the fact when ever he tackles someone he is already back up and ready to attack the ruck and contest for the ball Put them both together as 7 and 6, you have an excellent back row combination
International coaches strategise to nullify Pocock, for a reason. Focus on him frees up space for other Wallabies. Hooper is a great player, but Pocock commands respect.

Pocock is much more of a player than Hooper. Much more accurate and a leader than Hooper. Hooper is an excellent tackler tho
