Let the commission have legal rights to spot check of passport of foreign workers and permits inside the facilities. Then anytime they can check and have a sense that these facilities are operating badly. And they can picked up these persons and interview outside the facility, they might tell the truth outside the facility. Not the perfect solution but atleast it would help. It looks like kasi they can't do anything because of constitutional rights of search warrant which is not effective as what happened to Pampanga.
