Bones when cooked can become brittle and splinter into sharp pieces and injure the animal (and I only say this because it looks like they were fed dinner scraps, but I'm not too sure). But in any case any creature can choke (on the appropriate food or not) so what one gives an animal depends on their eating habits and the persons's level or responsibility. If one has or knows an individual that practically inhales their food, probably not a good idea to give them meat with smaller bones (or give them a slow-feed bowl with the appropriate prepared food.).
Any sharp thing chewed on can injure a cat and kill it from infection. Most cats are not fishing adapted, they are majority desert, savannah and forest adapted. Jungle cats eat fish naturally or maybe a rare kind but it's endangered so not gonna talk about it.

The problem is that she fed them BONES really, rather than just plain fish. If she actually fed them raw fish, it wouldn't be a problem because cats are hunters by nature. Even though they have been domesticated, they've eaten raw fish with no complaints/super danger for 10,000 years now. I mean really, "fishbones are dangerous", but it's not like cats have been able to fillet the fish first and cooked it in a frying pan themselves.
