Awesome list! I run events for my LGS. Going to put together a bunch of these and give them out to newer players. Keep these lists coming, would love to see lists that span across multiple sets.
Solemn Simulacrum can be ok in mono black or decks that don’t have good green mana . Being able to block once can be good in classic EDH too , and it can be used with blink effects
What is considered an acceptable allotment for discretionary spending annually on magic cards? How much is necessary to be effective in Commander competitive tournaments?
What's acceptable is entirely dependant on your income and other hobbies. This budget should go to your "hobbies". Don't consider Magic an "investment". The second part depends on what you consider "competitive". Is it "can win with some regularity" or is it "best in every slot, meta aware, optimally tuned". In case of the former, a couple hundred bucks initial investment and maybe 100 a year afterwards if you don't get cards otherwise. In case of the later it depends somewhat on the deck but a couple of thousand to maybe a low five figure number if you are playing 4+ colors, all fast mana, all original duals, all best in slot cards, so basically full cEDH. After that a couple hundred a year as you stay on top of the meta, which means switching commanders and strategies. What you should consider in case of the later is the time commitment as well. You have to play A LOT to be really good especially if you are trying to "be competitive" in a difficult environment of a complex variant of a difficult game.
Grave Titan is the best non-zombie in a zombie deck, but inferno does more work. Kills PW, small creatures, and is a great mana sink when he gets through.

i would put resculpt in this list instead of reality shift as it can exile problem artifects too

Solem Simulacrum is still cool in Araumi of the Dead Tide. Getting three basics and drawing three cards is great for 4 mana.
