Kurtosis < 3 does not indicate " too flat". There are distributions with kurtosis3 does not indicate "too peaked." There are low, perfectly flat-topped distributions with very high kurtosis. Examples of such distributions are given on the current Wikipedia page. Kurtosis measures tail weight only.
