In this persons case it seems like the verifier is the person who changes the state from 'pending' to 'Verified' or 'Rejected' Then yes because the verifier is changing the state in the blockchain which requires a fee. However if you want something where anyone could verify that a document hasnt been altered once it has been published on chain, then you could do something like comparing an ipfs cid hash stored on-chain to check if the contents of the file hasnt changed this would be free because all you are doing is reading a hash value stored on the blockchain. @@numananees4464 its very expensive to store a whole pdf document on a blockchain at this current time. The best way I think to do it is create something like a web app and use ipfs and ethereum-solidity(can be any blockchain) . You can use ipfs to upload your document onto the ipfs storage network ( Look this up) , once you upload your document to ipfs you get a unique cid hash for that specific document you uploaded. You can submit that cid hash value to your smart contract so its on the blockchain. Users then can freely search and call for specific cid hashes using your smart contract, you then can have ipfs website links to the stored document so people can view it.

I have stored my document on iPFS using web3 storage. Now, I have a CID hash and I can access my document using GET request. I am very confused about the next step. There are two possible ways the first and simple one is to just use CID hash and access the document in my web app by just HTTP GET method. The second and good one is to store that CID hash in the blockchain using a smart contract and also retrieve that CID hash using a smart contract and then use that CID hash in my web app for accessing the document. Sorry for the lame questions I am new in this field. Also, I have some questions about the IPFS storage can you please clear my doubts? Q1: I want to store my document for a long time is it a good approach to store it on IPFS using web3 storage? would it be available to users after years? 1TB storage is free on web3. storage. Q2: How i can ensure that no one has changed my document? Do I have to compute the hash locally every time and compare it with the CID hash? I know IPFS storage is immutable but how i can test it? It is my personal project I want to preserve that document for years and just want to guarantee users that the document is original and no one can change the document.
