The score leaderboard makes me wonder if they had intentions for the sub bosses to be playable at some point, since they seem to have a character portrait there (Usually these sorts of cheats would display glitches or another default character instead).
Armor King Ganryu Kuma Kunimitsu Lee Chaolan & The 11 Unlockables can turn from Sub Bosses into becoming treated like The Default Characters so they'll appear as Opponents randomly initially in order at 9 Stages when Unlocked

But couldnt you? I remember the arcade version of Tekken 2 would let you play with sub bosses. Never played the first one on arcade though.

Tekken 1 never allowed to play sub-bosses at all (At least on the Arcade release)
