We were in Isla Mujeres 40 years ago. It was empty. There was one tourist grade hotel and hammock campground full of fun loving Europeans. It was beautiful!

There's no such thing as a private beach in all of Mexico. By Federal law every single beach in the entire country is public access and completely free to everybody.
