Man, do you know the definition of cheap? When we say cheap, we mean that they must work way less than some other characters in order to win. It's a FACT that characters that have loads of "safe" options are "cheaper", at least when you're starting Street Fighter IV. It IS harder to win matches using characters like Ken, Cody, El fuerte and few others than it is when you use Blanka, Bison, Honda and few others. I'll repeat: Not talking about 5k + PP/tournament players here.
and most top level players would disagree with you along with event hubs. look at tournament results for the history of AE and find me top 8 Seth players that win consistently besides Poongko. he might be of the lowest of the A or B rank but he's not S tier.

ummm. i could think of it as more of a risky mixup/mindgame thingy, because fchamp knows he could jump out of those spd's and punish, but he also knows that poongko could uppercut his jumping attempt. as poongko does 4:24. he dashes up, sim expects him to spd after that as he did before, seth knows that and uppercuts the jump. but seth is a pretty cheap character
Really? I think his options are insane, but I didn't think the best though. I actually play Cody right now and I love him! Been wanting to learn Ibuki too. Mix-up city! =)
I don't know what's mid-high for you. In super 2010 adon was C+ maybe B. He was placed around there in most tier lists. He moved up after gamerbee showed his potential. Check the tier list for your self. I wouldn't count being 15th/16th out of 35 chars "mid-high"
what i meant was i think his character design doesnt belong in street fighter. For me street fighter is a game based around footsies spacing and reads and while yes he does still conform to that somewhat the tools he has means a good seth doesnt need to play that game, he gets in for free with his wall dive and dive kick and has so many tools to abuse when he gets in. i know he has low stun but getting a full hit like that is only a possible with a full punish and enough meter
Kuroda mains the entire cast of 3S. Wtf are you talking about? Many top players point him as being the best. Players such as Ino and MOV. Want to see results? Kuroda won Tougeki 2008 and 2010, and he did very well with Q on other oportunities. If I'm not mistaken he made his way to SBO (a 3 on 3 tournament) finals once using Q, and his only partner (Hayao I think) used Hugo. I think you don't know much about Kuroda. Research some matches of him on youtube. The guy is amazing.

Also Arcadia Magazine's reflect's the thoughts of the top player's of the game (Japanese) as recorded in their tournaments like Godsgarden etc. Also I cant show you an American winning EVO on SF4 but that does not mean American's are bad players. It just means this is not the game they excell as opposed to CvS2.

I think all the hate against F.Champ is getting to be a little over the top. Yes, he has the well-deserved reputation of an arrogant, immature jerk, but as far as I know he's really toned it down recently. And you can't deny his skill, especially considering he still plays sim. Just compare his performance against Poongko to Daigo's in top 8. Props to Poongko. His Seth is just about my favorite character to watch now. Absolutely sick.

You can't show me an American winning Evo but you can show me multiple making top 8. You can't say the same for Seth in any consistent sense. If a character is top tier and no one can use him to his theoretical fullest, then it's just on paper and doesn't really matter.
The only reason certain chars become top tier is because of people like poongko and daigo. Ryu is only mid-high tier now because Daigo unleashed his potential (Ryu would have been lower). Adon was low tier until Gamerbee showed what could be done. These people know so much about the game, that they make characters top tier. it's not right to say people who pick low tier know the game better. Some of these guys knew the game so well they made their character top tier.

Poongko's top 8 play was crazy. Very aggressive. Too bad he didn't take it.

Sometimes it's a match loss, sometimes it's a straight up disqualification. More often than not a DQ.

seth has great offence if you know how to pull it off. but he has low health so it is all balanced.
