Not always possible on a busy yard, also one yard I worked at had no outdoor space for the 16 stabed horses apart from an indoor school where we would put out piles of hay n turn out 8 at a time, but if the school had lessons booked in the morning or R.D.A coming then this wasn't aways possible so sometimes you had to muck out around the horse!
Well the horse is in there with the dusty shavings anyway and the horses are normally fine when mucking out and just move their butt. Sometimes it takes more time to take the horse out muck them out and then put them back
i keep the horses in when i muck out usually because its good to build a relationship as you spend more time with them and sometimes some horses cant be out at the same time like the stallions and ponies (at least at the yard i work at anyway)
I don't know for sure, though I thought it's easier done when they're turned out? 🤔

Thats bad practice, you never muck out and blow dust while the horse is inside the stable
