There are various types of job in defence sector where civilian personnel are inducted as a non combatant personnel and you may say they do not wear uniform and various rules which are applicable to service personnel are not for those civilian personnel except few which directly deals with the leak of secrecy and the rules to protect the organisation n country being harmed by external forces. As u said civilian defence personnel do not protect the border, the external aggression or neither they are been used to any natural disaster except they are volunteer. The def civilian are bound to the shore based office to the office time specified to them but other hand we defence personnel are ready by 24 X 7.

Rule 3(1) tells us that what every government servant should do at all the times. Rules 3(2) tells us what government servant should do to ensure integrity and devotion to duty. About direction of official superior in writing. Oral direction should avoided. Oral direction seeks confirmation in writing.
