They know him, the PA shout out was for him, but the siren changes were because it was an intersection. We change up siren tones to something quicker at intersections. Using Wail, it takes too long to rise and fall to get attention at intersections. Yelp and Piercer are quick rapid tones, so it's more of an emergent tone that will get noticed.
