Nobody cares until it happens to them. Sacramento County has a law that you can only do 'minor' car repairs at your house. In your garage, on your property.
Change a transmission is not minor. Building a kit car? are you kidding?

You are correct about citizen review panels but Beware!! in the case of Citizen reviews boards on police excessive force-It turns out that many times these citizen panels are made up of ex-retired police officers, so the deck is stacked. We are living in a very evil world. And if you don’t believe it look at what has turned up since the citizens, all have cameras in their phones now. We are dealing with corruption at every level in government and policing. Yes, we do have some responsible people but if we don’t keep a close eye on it and it’s just on transparency, we will end up with such a corrupt system that nothing can be done. And they are slowly working tirelessly to erode our new gun rights so that we could never do anything about it. We love our freedom and in this country we like to do our fighting with our votes in our cameras. Support the people who are working to keep our government accountable. It’s one of the most important things on our agenda at this point. If we don’t exercise our rates, we will lose them.

While I was sick in the hospital, my F-250 was stolen (along with a lot of tools and items from my house). My truck was found but instead of releasing it to my parents and/or family, the police had it towed. I could not pay the fees/fines so the truck my husband had given to me was now gone. It wasn't a new truck by any means (1985), but it was straight, clean, and very special since my husband had recently passed from Cancer.

Used to load produce up there. CHP frequently corraled multiple vehicles to issue tickets.
The excessive fine sounds like the safety corridor which doubles fines and requires daytime headlights combined with school zone and a 55 mph zone dropping to a 30mph with the road still layed out with wide lanes and shoulders making the 30mph feel inappropriate.
They also tend to designate work zones for an entire multi year multi phase section of road even if other than the begin work zone sign there is no sign of road work for 30 or more miles. . This doubles fines yet again.
So any basic fine is up to 6x the base for safety corridor, work zone, and school zone. Then the state county and local governments all add surcharges.
Moral of the story... Don't speed in California or don't go there.

Such fines violate a number of fundamental principles of law. 1) A person whose guilt is not related to a misdemeanor by direct or indirect intent, criminal self-confidence or criminal negligence cannot be fined. Even if an uncut front lawn is a crime, I cannot be punished if I was in a coma and could not take any action to avoid such a violation. 2) One and the same person cannot be fined several times for the same act. Even if it is lasting. Let's say I urinate in a public place - why not fine me for every second of the process or for every drop of urine? 3) A procedure that imposes obligations on a person without prior notification of such a person, cannot be considered legitimate.

This is good to make case Laws. For Judges & Attorneys to look back on. These FINES are excessive. Tall Grass really, give me a break. This is were Government has taken Fines to far. This is not what a Free Country is about. My wife's parents could not sell there Property because of a Law suit over a View, only a view. It was so troubling to my Father in law that it KILLED him. My mother in law needs the money from sale to live on. We have had to take money out of are Retirement account and my wife's brother has had to use his own money large amount
The Judge is just delaying everything so the bills for Mother in law is being put into bankruptcy. Such a wonderful system we have for Justice. Lost my Father in law over a view suit.

I recently was informed that my commercial driver's license has been permanently disqualified in the state of Massachusetts for having gotten "two serious offenses in 2 years" in the state of New York the first one was a seatbelt violation, the 2nd was driving on a suspended license which occurred as a result of not paying the first seat belt ticket on time. Two "serious" offenses 2 years, license gone. This being the first time I was charged with the two tickets in 2 years thing, had me pay them a $40 fine and privileges restored in NY. Massachusetts however has decided to permanently disqualify me from having a CDL which means no other state will allow me to have one either so I'm officially forbidden from working my legitimate profession, a much needed profession. Bruceville element of this whole thing in fact that at the time of Mike just qualification I had already taken care of the seat belt and suspended license citations both have been fully litigated, all fines paid, all penalties obligations met, driving privileges restored in New York ANDZ Massachusetts BOTH CASES CLOSED I HAVE ALREADY BEEN PUNISHED FOR THESE OFFENSES AND MET THE OBLIGATIONS. Massachusetts saw that allowed me to pay several hundred dollars in reinstatement fees gave me my license back and let me keep it for a year in which time I have received no citations no new offenses whatsoever nothing then they send me a letter saying as of tomorrow you are here by disqualified from holding a CDL and your class A license will be downgraded to class D. And for the sake of full disclosure I will admit that on paper & from a distance my driving record looks... Lengthy. But it's all administrative stuff like expired inspection sticker not getting a new inspection sticker when I buy a vehicle, suspended license or registration for not paying fine from other administrative citations but the fact is I have no felonies and I have never had a single speeding ticket never a single accident of any kind no DUI, no infractions on my record related to the safe operation of a motor vehicle of any kind yet I am expressly and permanently forbidden from ever being a truck driver when I have my wife & at home mother of our three children 10 5 and 9 months who completely upon me as their sole provider. Unfortunately at 40 years old that's all I know silly me for having not been simultaneously training and gaining years of experience in some other career field in anticipation of the day the government decides to shut me down & arbitrarily prohibit me from being a truck driver. Guess I should have known better... Especially in Massachusetts.

The similarity between some of these community rules and the rules of HOAs is interesting. HOAs are often concerned about preserving property values of the members, and enforce rules that were intended to do this (but sometimes their enforcement is excessive). One wonders if these cities have adopted similar rules because of complaints by residents.

Borough is leveraging a threat of $1,000.00/day, until I fix the facia of my back deck roof which is sagging and does need to be repaired. I have been swamped with medical, financial and other life concerns. There's more. Though, I was granted some leeway, I believe I have nearly exhausted that grace period.

I received a city ordinance violation for having an expired tag on a vehicle parked in my driveway. Now, this vehicle was backed up within an inch of my garage door. The only possible way for the code officer to see the tag was to come onto my property and the actual curtilage of my home. I went to court and asked to see the warrant? The judge actually was perplexed! I stated any government official had no legal authority to enter the curtilage of my home to conduct an investigation without having a valid warrant! The judge simply explained they had always done this for many years. My respectful reply was just because you have admittedly violated the constitutional rights of the citizens of this town for many years, doesn’t create an exception, or grandfather clause making it any less unconstitutional now. She found me guilty and I paid the fine! WOW!
