Many would say someone below the age playing such games as GTA 1 and 2 would be bad, perhaps you're right. But coming back to these songs after so many years reminds me what I mainly loved about those games (including GTA 3 in this, too) that they had this music crafted specifically for the games.
Rockstar needs to release these music with better quality. They're awesome. It's possible to find some since the artists released some tracks on deezer and spotify.
What i hear without headphones is DING DING DINGDING for most of the song but the second beat drop is the best part otherwise Edit: this reminds me of the prison riot mission in GTA 2 (the game it came from!)
All of the Gta games before Gta 3 had their own homemade music. This song is in Funami Fm radioststion in Gta 2. There is nothing more than this song and made up artist. All Gta games from Gta 3 and further have real life/ real world music licenced to the games.

Only part i don't like much is 3:45-4:10 sounds too abruptly loopy and could probably be cut
