Foxes, like cats, are stealth predators; if the magpies face up to them, especially in a pair, then the fox/cat can't sneak up on them and this seems to stop any potential attack. Usually when magpies are doing this it's because they have a nest nearby and are distracting the predator's attention. When I watched this with my cat I at first assumed that they were playing and even maybe that they were bonding in some way. But I was wrong. When the magpies' fledglings eventually left the nest, my cat killed them, all of them, within a few minutes of each other. I actually felt a bit sorry for the magpies.
