With regard to notarizing a signer anywhere in the world....Does the signer need to be a US citizen? Or is having other documentation ok?

my non legal opinion, not affiliated with the TX SOS, would be citizenship status is moot because your merely certifying to the intentional signing of a document, not to the document's content or effect. Feel free to email the SOS Notary division direct, they have always replied promptly
