Just don't waste your money on presets, that's the worst way to waste your money. Just remember that in order to have an amazing-looking photo you need to go places, that's how you'll get amazing photos. If you are a beginner, buying a course is not such a bad idea, provided it's not overly expensive, but do a ton of research before you do so. The best thing you can do to improve is to just go out and shoot with whatever camera you have with you right now. As for post-production, actually working on your own photos and creating your own presets is the best way to go about, and not by buying presets. Even though what this guy is doing with this series seems like help, it's actually first constructed to promote his own course and presets, and then he has these photographers praise his course, in return, he promotes their businesses like selling presets which are usually insanely overpriced and not worth it. Just go out and shoot, find what you like and stick to it.
