Right-click on your your current toolbar --> a menu will appear with all panels and toolboxes --> put a tick in the snapping toolbar. Look around in the snapping toolbar. The tracing feature should be easy to locate!
You don't need any extra plugin, as far as I remember, but the options you need are on the "Snapping toolbar" and the "Digitizing toolbar", which might not be shown by default. If you right-click on the toolbar you should be able to change which ones are shown.
