Very good question. At first, it is a target driven industry. The company actually going to make money only if the recruiter makes a placement & the candidate joins the project at the client after the placement. Until the person joins the project & works there, the company will be paying money to the recruiter from their pocket. If we look at this business from a management point of view, they pay the recruiter to get money in return but are not excuses all the time. This is where it gets messy. If a recruiter is working & taking salary but didn't yield anything for the investor then it is obvious that the job gets stressed. I hope you got the point.
