Just because you put emphasis on the words when you say 'T E N T H O U S A N D M O A R I ' does not make the number seem bigger when its less than 1.2% of the total Māori population in New Zealand, especially when the huia (moan session) is held in a town with over 7k Māori right there living. Te Pati Māori would have you think it's a massive revolt against the government and a clear sign they are not listening to the 'people' .19% of the total population of 5.2 million. Give me a break, there are many concerts in Auckland sold out within days most tickets costing hundreds of dollars each that gets 10x the amount of attention.

If the document has not yet been seen or discussed by cabinet, it does not represent the intentions of the government on this issue. It has however, very mischievously stirred up a lot of fear and unrest amongst many people.
It would certainly serve the interests of the opposition to fuel those fears and concerns, but it would also be shamelessly exploitative.
