You didn't have to go through the trouble of scraping off the decals before applying the paint remover. When I did my bike rebuild, I pretty much applied paint remover from the get-go. Took everything right off. However, some paint would still be there, eg. around the welded joints, and that's where a power tool with a brush attachment comes in handy. I cleaned out my frame to the bone, and wiped it down with microfiber cloth under the hot afternoon sun to ensure there's no dust on the surface, before using a rustproofing enamel primer as the undercoat. Hung up my frame with a makeshift jig and made sure the frame is hot and toasty (thanks to being in the sun for some time) before I started spraying the enamel base coat. The coat stuck fast to it, making it easy for me to apply the subsequent layers and finish off with a PU clear coat.
