Very interesting. Working with pipes that are under pressure either pvc or copper need to be completely smooth on the inside. Its why deburring is critical. Tegilar glue will not hokd as good as cement with primer. A joint is needed that allows flow without any obstacles. If something is there like extra glue or fragments it will change the path and can also swirl until over time a hole is cut by the water. The pressure can also weaken the most welded connection if it not held right and given time. If a pin hole is created it can only magnify and force the connect to fail even greater. When working near the metet it becomes an even bigger challenge as the pressure is greatest near 160 psi.
The heat gun is actually bad in the long term, heating the pvc to that temperature where you can remove the fittings will make the joints brittle over time, especially when exposed to sunlight/open air. I would start with the side where the water isn't running, get it cut and glued and let it sit maybe 5 or 10 minutes, then prime both ends, glue both ends and stick it together and hold it in place for 30 seconds to a minute.
You are taking way to long getting glue on both surfaces AND you did not use the Purple Preglue. There is no purpose in sanding the surfaces. The "glue" is a chemical funtion and actually fuses the two surfaces
