I wonder if they could have used The Golden Angle (137.5... degrees). That way it wouldn't look like a bunch of arbitrary balconies, yet it still could confuse the wind. The Golden Angle could also maximize light for the balconies.
The Prophet of Islam predicted 1400 years ago that the Bedouins of the desert would compete in building tall structures and this would be a sign of the end times. Let that sink in, 1400 years ago when the Bedouins had nothing and today we need engineers to explain to us how it was done.

what if there's an earthquake that liquify the sand ? will it shift or tilt like pisa?
Doesn't there have to be a decent amount of liquid mixed with the sand for it to liquidfy?
Dubai doesn’t lie on a fault line, so the risk of earthquakes is extremely low
