In the Flags part I can't use the flags :c when I open the flags window in the chat, I can't click on allow or deny at all or even skip a side. Does anybody know maybe why?

You get a dangerous warning message from pretty much all .jar files you download, just because browsers can’t check what they actually contain. But don’t worry about it, they are completely safe :)

You want to disable building all together? WorldGuard has a building flag that you can set to false

The plugins only work for bukkit. So you need to run a Spigot or Paper server to be able to use them
