Sir, I have a doubt on this Governor is a chairmen of all university. but recently TN CM announces cancel the exam. How is it possible?? Any article for power of CM?? Or whether education is a state list
Education is in concurrent list. Both Centre and state can make laws Regarding universities, Governor appoints Vice chancellors of universities. However, Governor is more of a ceremonial head when it comes to major matters.

Yes, they can appear. While attending higher stages i.e mains and interview, they need to get NOC(no objection certificate) from concerned department.
